Abstract

The study deals with german ideas and plans for establishing an "International Organisation" during the period 1815-1871. Many Germans criticized the Vienna system of international relations: International law scholars, philosophers, journalists and publicists, democrats, the "friends of peace", etc. concluded that the "balance of power" system was not be able to prevent war and to ensure a lasting peace. Instead, they preferred an "International Organisation", i.e. a (con)federation of nation states. Usually the International Organisation should consist of a permanent "Congress" with representatives of all member states and/ or a "Court of International Justice" for the settlement of international disputes. In my study the term "Internationale Organisation" stands for contemporary expressions at that time like „Staaten- oder Völkerbund“, „allgemeiner Völkerverein“, „Heilige Allianz der Völker“, „Vereinigte Staaten von Europa“ oder „Europäische Föderation“.
