Universities of Applied Sciences are considered as best practise examples for the German higher education systems. But they are also considered as second class institutions of higher education in comparison to traditional universities in Germany.
Succes can be related to aims and goals of an organization as long there is a clear definition. If not legitimation of organizations (Neo-Institutionalism) becomes more important. The result is a academic upgrading of universities of applied sciences, reducing the differences between the two institutions. A development, yet unfinished, with a huge impact on political educational issues.
