Abstract

The thesis contains development theory (in the tradition of Schumpeter), the theory of social systems (created mainly by Niklas Luhmann) and various economic models. By this synthesis the author tries to explain the rise of the Japanese environmental industry which can be attributed - at least to some extent - to national and local environmental policy. This can be an example for future attempts in directing economic development without impeding its momentus.
