Abstract

The political and public discourses on immigration into Germany are changing. Ever since the late 1990s, Germany’s self-perception has been shifting towards a “country of immigration”, and issues like integration of immigrants and “people with migration background” are ranking high on the current political agenda. This dissertation studies the strategies of inclusion and exclusion in the governance of migration as part of an ongoing negotiation of social affiliation and cohesiveness. It analyses programmatic publications of German integration policy, such as the National Integration Plan (2007) or the Nationwide Integration Programme (2010). In particular, it focuses on the role of “Bildung” [here principally in the sense of education und career qualification] and its relationship to the principle of “promoting and demanding” (“Fördern und Fordern”) within the framework of German integration policy.
